There is one built into some versions of Windows

Programs>Accessories>Accessibility>Magnifier

Also if you have a scroll wheel mouse, Hold down Ctrl and scroll this will magnify in the active window usually, But I do like KPC magnifier

That depends what you've got these functions set as & the program in use!


Think while browsing with Internet Explorer, the default for CTRL+SCROLL is increasing/decreasing the text font size; while SHIFT (up arrow above ctrl key)+SCROLL is navigate forward for backward.
