That would be SPITHEAD an area of the Solent between Portsmouth and the Isle of Wight

I see the two pulling boats are Italian. I'm not sure when Italy became a united country (As opposed to a mixture of small states) But that might give some idea of after when the picture was taken. If you see what I mean?

Regia Marina Ensign from 1861 to 1946, not much help in that. (Jester) Interesting pictures.

In the second picture, the steam pinnace in the centre is carrying somebody important because the crews of the boats (in RN parlance they are 32ft cutters, double banked with a crew of 12 and a coxswain) are saluting by having their oars tossed and standing.
Pity we can't see the jack on the pinnace, that would tell us who was onboard, the ensign looks to be the white ensign of the RN

The ships seem to be 'mediterranean moored' along a seawall. One towards the right hand end could be 'Affondatore' after modernisation in 1890s ( she was scrapped in 1907. The ones with the single mast between the two funnels ( actually 3 as frd was a thwartships pair ) could be Re Umberto class, http://www.cityofart.net/bship/rn_umberto.html esp the one with the tallest mast directly above the bow of the pinnace. So.... what was a major Italian base in the late 1890's?
