Some people use agencies, some respond to advertisments posted on shipping or ship management company websites. The majority of sea staff in the company I work for (NMM) have been with the company for many years.
John, if you have the qualifications and experience there are still a lot of jobs out there. For a start have a look in the Nautilus Telegraph. A lot of people that are still working these days simply use their own contacts with the industry. I was still helping with the training of young officers up until 2008 when I was forced to retire on health grounds. Of those trainee's back then, I know that they have all found lucrative employment in some very interesting jobs.
