Hi my name is Phil Payton but most people know me as Tats. If you were to see me you would understand why. I am a former radioman on board the U.S. Navy Destroyer Escort Radar Picket vessel USS Hissem DER400. I am a volunteer now on board the National Liberty Ship Memorial, SS Jeremiah O'Brien berthed at pier 45 San Francisco Ca. I am also a volunteer at the San Francisco Maritime Nat'l Historic Park where i work on the historic schooner C.A. Thayer and the square rigged ship Balclutha.
