Hello Philip and welcome,
HMS VICTORY was the Naval barracks in Portsmouth and it had various outstations such as VICTORY I, II, III etc. They were accounting bases. If you look again at the service record you will find the names in brackets are actually sea-going drafts. HMS LA FLORE, HMS NEWPORT and HMS FRITILLARY. It can be quite confusing at times but that is generally how they wrote them up.

Regards
Hugh
