I suspect that RIVER is not the complete name. Have been thinking of RIVER TYNE (ex MARY 2), which stranded on 12th July 1937 near Novorossiysk, coming from Rotterdam, but that was a smaller ship and wrecksite.eu shows a different vessel and could she sail within 12 days from Rotterdam to Novorossyisk?.

A long shot, but maybe RIVER AFTON built 1935 by Lithgows (can't find a picture - she had a very short career).

I think that RIVER LUGAR was her sister, she was delivered a month after your pic was taken, so it can't be her.

In the summer of 1937 the River Afton was probably not in Rotterdam (according to historical newspapers), but she was a regular caller on Pepel (Sierra Leone) where she loaded iron ore with destination Glasgow or Rotterdam. She was in Rotterdam in September 1937.
Here a photo of River Lugar (1937-1941): https://www.wrecksite.eu/wreck.aspx?37438
The long shot may well be a hit!
