As a guess they may have used a much larger ferry in the summer, which would be uneconomical with winter loadings, and / or something to do with ice strengthening ?

It's a puzzle. The link refers to "winter only service.. laid up in summer" If sufficient demand for a service in winter, why not in summer? And why lay up two perfectly adequate ships when you might expect demand to be greater?
