This pic shows that before being jumboized in 1965, Mispillion had a single rudder. as part of the jumboization process, 4 of the 5 Cimmaron oilers jumboized (8 total, but they were of another class) got a double rudder setup.

From a ship-handling standpoint twin screws and twin rudders are considered a more satisfactory setup than twin screws and a single rudder because, with when there are two rudders, the rudders are more effective because they are directly in the propwash.
