Although I can't say what ship this is, I'm certain it's not the MOUNT VERNON or one of her sisters. The two forward masts and lack of the well deck rule them all out.

Finally figured it out. This is definitely SS MONGOLIA sailing under US Navy control (ID-1615). 13,400 gross tons, built by New York Shipbuilding Corp for Pacific Mail Steamship Co and completed in 1904.
