I think that it seems likely that tenders are being used to move crew around between ships, but at least one was seen in Weymouth harbour while someone did some shopping, or something like. Probable official reason was 'liaison with the Harbour Master'.

The problem is the Environmental Compliance Plan, under which all ships in Carnival Corporation now operate. A single chip of rust or drop of paint falling into the sea, requires that a Report be submitted to the US Department of Justice and an Investigation launched. This is true, wherever the ship is in the World. How the Staff Captain can be expected to keep his ship looking good, is beyond me and as can be seen from the picture, beyond them ! Maybe they can get Tom Cruise, to join ? After all, he can do, 'Mission Impossible' !

And why the US Department of Justice - or should that be the US Department of Unnecessary Interference - should be involved with what happens on the other side of the Atlantic?

As these ships are under the remit of Carnival UK plc and are registered in Bermuda, it is hard to understand how US authorities can exercise that much control on what happens in British territorial waters.

The US Environmental compliance requirements only apply to vessels trading in US waters. Each flag state has their own version for which their vessels will have to comply. Having said that, the process of painting is no longer easy as the vessel IS expected to ensure that nothing goes into the water, wherever they are in the world!
