This picture shows one of the concrete blocks being lowered along the line of one of the breakwaters in Dover harbour' the breakwaters were built of huge concrete blocks laid on the sea bed and not on a foundation of rubble' the sea bed first being cleared to bedrock with the help of divers working in diving bells such as the one on the platform to the left in picture.
