What's the wire with the bottle screw going from port to starboard?

I see the side hatch boards are propped up for extra ventilation.

It's a long time ago but I think the load ports were either Mombasa and Dar es Salaam or Lourenco Marques and Beira for the UK which may provide a clue. I was a young R/O and didn't take enough notice of cargo at that time specially with there being things ashore that I found interesting.
