Yes correct, as the pontoon bridge was soon closed after, since then it is only open to pedestrian traffic, except once a year during the famous Carnival as then cars/trucks may pass in one direction only and holding big "gaps" between the floats.
The Hotel you see here used to be the Intercontinental Hotel, however, today it is renamed into VanderValk which operates many hotels and road restaurants in Holland.

Reports from my parents who have just been there on Arcadia (2005) the bridge is away for repairs and a free ferry service operates

That's correct and it will be swinging in time again for the Carnival end February.
Also when this bridge swings out in order that vessels can pass through, then simultaneously ferries take people across between Punda and Otrabanda which is also a free service.
