I suspect that the Dutch passenger ship on her way to Norway has not yet left Dutch territorial waters.

The description at the archive indeed mentions Norway as location, but there is a another photo of this boat where IJmuiden is mentioned (and the "No. 6" clearly visible). https://upload.wikimedia.org/wikipedia/commons/0/0e/Loodsboot_no_6_in_volle_zee%2C_Bestanddeelnr_189-0690.jpg. I agree with stein.
