Isn't this the Ark during her period in reserve in the 90s (1994-1999) There's a degaussing vessel (Loadstone/Magnet) in the corner too both of which were sold in 1997.
Think an R Class tug can be seen alongside the degaussing vessel.

Further to my earlier comment, the degaussing vessel is Magnet which was laid up at Portsmouth whilst Loadestone was laid up at Faslane then Devonport. The most likely R class tug was Rollicker which was in the Basin around this time along with the Intrepid in the background.

Surely ENDURANCE is on Fountain Lake Jetty and ARKR is in No.3 Basin. Photo taken from a cross-channel ferry possibly?

Yes, Endurance in ths view was in active commission and was on Fountain Lake, Ark is the reserve carrier in the heavyweight corner of No3 basin, likely period, 1995-7.
