Yes, starboard anchor still fast and not yet aweigh, no sign of any help from the screws, despite the smoke.

I think that's steam being vented. At anchor; shell doors open and mooring line in evidence. Likely awaiting arrival of tender. Could well be Cowes Roads. NDL stationed passenger tender "Greetings" (1914, 948 grt) at Southampton to cater for Solent calls by Bremen and Europa.
