what is that along the top of the aft gallows?

It is a roll-damping-tank. The S 523 arriving in after her used to have a similar showing before her rebuild.

is the sail for saving fuel?

The function of the sail is also to damp the roll of the vessel.
For many years a sail like this was mounted on most of the danish anchor seiners.

did it roll a bit then?

you would think that extra weight up there would make her roll more.............. but surely not.
im thinking if a boat needs that shes not very good, wont be signing on...
i know the sail steadys them up a bit,prefer that idea to the tank.
