The other vessels being the Arion and Betsy Ross and the port maybe Venice with one of the water buses in view at the top of the photo.

Yes, Venice for sure. Before they redeveloped that pier to cater for the lucrative cruise business that they now want to ban.

The ship on the end of the other pier being Star of Venice (?) it would date this picture to about 2000.
--Grand Princess launched 1998; Star of Venice (Betsy Ross) scrapped 2001.
