I would venture a guess that this picture is from around 1994-96, taken at Jurong West Anchorage on the way by launch to Jurong Pier.
The AHTS is a UT 704 for sure, but from this grainy picture it is difficult to know which one.
The centre left one in the cluster of four rigs on the right hand side I think is the J/U Odin Princess, ex Port Princess (originally Hakuruy IV) She was in layup at JWA for several years. (I was manager from 1992-94, when PP)
The Semisub was Songa ???? (something), as far as I remember.
At one stage in 1992-93 there were 22 Drilling Rigs in layup at JWA, until PSA got fed up and multiplied the port dues 6-fold for any rig or vessel spending more than 14 days at the anchorage, if idle.
