I understand this procedure is becoming more common, a few years ago it was extremely rare. Looks like the Excelsior has an LNG Re-liquification plant forward, another thing which only became economical a couple of years ago, due to the large amount of energy expanded in the process.
I think the First ever LNG STS took place off the Japanese coast in the early 90s between the 'Norman Lady' and 'Northwest Shearwater', the Lady had been banned from Japanese ports at the time, thus the transfer.
