Probably piping arrangement for injection of fire fighting medium required under IMO rules for bulkers and cargo ships for carriage of certain types of cargo.

Mmmh, dja, interesting, but I think I'll go for ADF's explanation, although it doesn't look as though the railing would be that high? (Either way, I'd bet it wouldn't be looking so good, or functioning as planned after a year, or two?)
