The title is Drottning Victoria, but that is the railway ferry on the right, not the more prominent one on the left.

The ship on the left is clearly Soviet (hammer and sickle on the funnel!) and I'm pretty sure she is either the "Dezhnev" (sometimes rendered "Dejnev") or perhaps her sister "S. A. Levanevskiy", both built at the André Marti Yard in Leningrad, 1938 and 1940 respectively.

Were they icebreakers? I could not find any of them on the net, but there were plenty of pages devoted to two "heroes of the Soviet Union" named Dezhnev and Levanevsky.

They weren't quite icebreakers but were strengthened for work in the Arctic. I think they counted as "ice-breaking cargo ships".
