The picture shows the port of Hamburg in the period of 1933-1935.
The steamer to the left fits with a British Ellerman & Bucknall Steamship Co. ship, judging by the funnel markings, used by Ellerman Lines until 1935.
The steamer to the right is a German ship, going by the flag on the stern, which is the German merchant ensign used between 1933 to 1935.
Strangely, a censor had removed all identifying features of the German ship, like funnel markings, name and homeport on the stern. Maybe anyone can identify the vessels.
