This is a vessel from the mexican navy acquired to USN in may 23, 2001.

American Class Newport.

Mexican Class and name ARM papaloapan (A411)

Hello Shipmate, The plot thickens! - as you say she was ex ARM Papaloapan 2001. I did wonder why a a Mexican vessel would fly the Portuguese naval ensign. That is if I have read the flags correctly. Certainly when we went ashore on a trip the guide described her as being in the Portuguese Navy and there after an exercise.
