Pretty certain this is German.

Picture is taken off Town Quay, on the buoys in the River Fowey waiting to load up river to load. (not the River Fal)

Krispen

She looks like one of the vessels owned by Helmut Meyer of Brake which all had names ending in ...SAND. There were about thirty of them, so it might not be possible to pin it down to a particular one.
