Royal Naval Frigate - F 231 HMS Argyll

Why is she Dress Ship? Tall Ships Race or a Royal in Liverpool? I noticed that LYME BAY was Dressed Overall so there must be a reason.

She was lead ship out of the river for the Parade of Sail Tall Ships exit to Eire. Also in the naval contingent was the Eire Naval vessel; photo elsewhere. This shot was taken from Crosby beach outside the river. The background is of Wallasey/Leasowe.
