So why is Rose being retired while Ruby can continue?

Unlike Ruby, Rose does not meet SOLAS 2010 regulations. Hence the reason why Saga Cruises will be retiring her.

What are the differences between the two that constitute the difference? (I'm quite ignorant of how each compares to the new regulations, but would like to learn.)

yes I agree with Jaguar, I think a lot of people would like to know the full details and impact of SOLAS 2010, and how many ships and operators are going to be affected.
