Any information on this interesting little vessel would be appreciated.

She could be a fresh water tanker?

Hi Frank,
Looking at the larger file of this photograph, the name "Top Up" appears to be painted over the original raised lettering which looks something like "Rapier". There is a warning sign on deck advising against naked lights, etc. so it must be carrying fuel of some sort.
