Looks like a war-time Barrage Balloon that everyone is looking at in the water alongside. But there is no gun visible in the gun-tub. I am sure if it were during WW2 there would have been at least an Oerliken. Dont you just love contradictory clues? hahaha
Better than doing the crossword with my coffee.

The German ROSTOCK of 1923 was owned by August Cords, and the ship is wearing the funnel marking of that company. The other details fit for this ship, too.
ROSTOCK was seized by the French aviso ÉLAN off Vigo 10.02.1940 while trying to run the blockade. Renamed SAINT MAURICE the ship was returned after the armistice. Rebuilt as SPERRBRECHER 19 for the Kriegsmarine, in service 20.05.1941 at Brest. 11.08.44 out of service and rebuilt as hospitalship ROSTOCK. 16.09.44 seized by the British MTB 696 and MTB 713 and brought in to Portsmouth.
The picture with the ship showing camouflage must have been taken while she was in service as Sperrbrecher.
