It is not strictly a painting, since it was done with pastel crayons, and this is generally called a pastel. However, the pastel colours are usually mixed on the ground with the help of a piece of cork or leather, and in this way comes pretty close to a painting. The man's name is Groves though, not Graves. He calls the ship a corvette and she is beating out of the Solent sometime during the war with France. It is a great action picture, you can sway along with the sailors in the foreground boat as she pitches and scends - looks like a bumpy ride.
