More likely there was an R/O was required to fill a post on vessel s.s. XXXX... that R/O went the ship. 40 + ships..... at least 3 R/O's would be required for that year..... 120 + slots. ...

Mind, there were only two or three female R/Os in the Denholm fleet so three 'good' ships getting females would still leave the majority on the 'bad boy's ships'.
