Any Information on 2 Oil Barges,called "SHANDY" & "CILLA"?

Over Christmas, 2 barges above were towed into Portland Port,by the tugs "WEST" & "HELLAS"..
"West" lost one of the barges "Shandy",when the tow were severed in Heavy seas drifting into the Channel Shpping Lanes,near the Casquets.
"Hellas",attended the scene & recovered Barge "Shandy".
Both Barges were towed back too Portland Port.

Can anyone shed some light on these barges,where are they from ?
Where were they being taken ?
Anything on tug "WEST" ?.
Other than basic information in the Dorset Echo,I cannot find anything else...
Both look like converted "Dutch Barges" with Pipe's & Venting on the deck.
