What is the meaning of this term?

I think it refers to very short but violent waves at the point of a change of tide meeting incoming waves, especially at a "bar", the meeting point of an estuary and open water. A jobbing sea would make a vessel bob around quite atrociously and generate sea sickness, as opposed to long, gentle rolling/yawing in the open ocean.

I stand to be corrected.

My guess is that Makko is right in every respect and also that "jobbing" is merely a linguistic variation of "choppy", which most of us understand well enough.
