Kutztown is famous for two communities. The college in the middle of town, so plenty of young volunteers among the students. The other is the Amish. Most of them drove horse drawn buggies, so if they were in an accident, would the cops test the horse or the owner? A very few "progressive" Amish did own cars, but they were always black, with all the chrome painted black to match. They tended to be driven only slightly faster than the buggies. I'm not sure those god - fearing folk would need to be tested!
