At least the crew is still safe, and Captain Steve has the flooding isolated to cargo hold #3 . We are in this together. We are trying to regain stability. We have not lost propulsion or power. We have made radio contact, and assistance is on the way. Just give it some time.
Before GMDSS it would not be up to the RCC or Owners. It would have been anyone who heard to offer or even press assistance.
(My reading of the radio traffic records around Estonia, ostensibly a GMDSS casualty, was that all those who could had altered towards the casualty had done so before any RCC had acknowledged, and only then because alerted by mobile 'phone).
It is perhaps interesting to note that the first transmission was on R/T (R/O being an early casualty ?) that, perhaps, suggests that the demarcation between R/T and W/T had received a needed overhaul.
