Bahhh! Where would you find whale-rainbow-rock!!!

As a start to a process of elimination I checked all these places I knew to be involved in whaling in one way or another:

Not a Greenpeace flag.
Not South Georgia
Not South Africa
Certainly not Japan!
Whitby In Yorkshire doesn't appear to have a flag
Not Falkland Islands
Not Portland Oregon
Not Peterhead Scotland (no flag)
Not Iceland
Not Greenland

BTW - Greenland has an interesting flag which is a design in Red and White.

Guess this is another city flag as I am pretty sure it isn't a country flag.

One of your eliminations is wrong but which one. Its not a City Flag either.

Second clue. This Island country came into being on 16th June 1997

Whilst I quite like the idea of Nelson Mandela and a whaling Station, I think I have to opt for Rockall as it was occupied for a few days in 1997 by members of Greenpeace, who proclaimed it the capital of 'the Global State of Waveland' and hoisted a flag on it.

Oh Dear TMac - that is almost as bad as the old graffito:

Underneath a sign saying "Bill stickers will be prosecuted" someone scrawled "Bill Stickers is innocent!"

Bet you can't scrape the barrel deeper than that.
