Im a little puzzled, she is the fast Training boat HMS Chaser of the Tracker class built in 1983 L20 B 5.18 mts 32 tons displacement and 11 crew but who/what is DHWatts
Ummm.. On the basis that she is HMS Chaser, it is maybe reasonable to edit the title to reflect the crafts name and not of the name of the photographer. To this end I have taken a small liberty and swapped DHWatts for HMS Chaser as an appropriate name..

She is in a 1986 list of naval ships, published by that well known owner of grey painted ships the RN, as HMS Chaser, there is no history on her and she is a bit modern for me.
The P number is carried signifying she is ( or was) a commissioned warship so that in time of war she would have a gun stuck on the bow and become a fully-fledged warship, so has she been sold off in this 1993 image or maybe pushed to one side by the new (then) 1985 built Archer class ships.
She is flying a blue ensign but I cannot see any defacement on it indicating that it is an RNXS ensign and no-one in view seems to have a uniform on.

at the time of the photo she was indeed crewed by the RNXS she was bound for Whitby at the time.
