I think that is late 1961, location close SE of Oslo along the Kongshaveneien... the island of Bleikoya can be seen in this photo... https://www.shipsnostalgia.com/gallery/showphoto.php/photo/335971/title/laid-up-in-oslo-fjord/cat/503

The furthest Wilhelmsen ship could be Troja ... counter stern, short name, sold out of the fleet in 1962.. still trading in early 1961.
Closest Wilhelmsen ship maybe Tatra... cruiser stern.. also still trading in early 1961 and sold in 1962.

I am not 100 percent sure these ship were not listed somewhere, there was one picture at least where a row of laid up ships in inner Oslofjord was listed. I will search.

No names found, but here is another photo, this one dated 1958.

Looks like my 'year' was out...
Furthest tanker , Godagers.... Norse xxxx ...they had three tankers around that time. Norse King was in the fleet from 51 to 59 and her name is one of the photos you linked to...so that would be her.

Any ID on the other two tanker funnels?

Closest of the 'big' cargo ships may have an Ugland funnel...

Back to the Wilhelmsens... based mainly on her poop the closest looks like Tampa of 1923 sold on 3/58

The funnel of the furthest one out could belong to Odd Godager, which you have already found likely. The one inside with a dark saltire on a bright band could belong to Anders Wilhelmsen. And in one picture the other names are readable, so the third tanker has an Olav Ringdal funnel and a name that ends in Ringdal Jr. Then comes WW Tigre and Tampa. And then a Fearnley Eger funnel and a name that ends in ...rook, that should be the Fernbrook of 1932.

Then there is the three small bright coloured ones.The one with the N in the funnel could belong to Ragnar or Jacob Natvig, she has a short name that seems to end in ...ama. My book of funnel markings has a funnel belonging to R. Øvergaard that could fit the next, her name begins with a T. Then comes a ship seemingly named Bella with a H in the funnel, could be H. J. Hansen or I. A. Hamre. (Actually the name reads BE, then comes a ladder, and then an A')

I think I can identify the vessels and also establish the time of photography to early/mid March 1958, as also indicated by the wintry scene.
From left to right:
NORSE KING 14770/1937 arrival 8 Feb 58, STALAND 13580/1949 arrival Feb 58, OLAV RINGDAL Jr 15700/48 arrival Feb 58,the WW ships are TIGRE 8662/26 arriving Dec 57 and TAMPA arriving at the same tim (TOLEDO arrived on 11 April 1958, too late) and FERNBROOK 8450/1932 arrived also in Feb 58. The second group of smaller dry capo vessels is ARABO 1250/1911 and Aaby's TEJO 1600/48 arriving in Oct 57.
The tanker BOLLSTA arrived on 8 March, which is also too late.
