This unusual-looking warship was specifically designed to serve as a "command ship" for amphibious operations. Few military operations are as complicated as an amphibious operation, which involves the careful coordination of land, sea and air assets. It makes a big difference to have a specialized facility, such as this ship, from which that can be accomplished effectively. As a result, the ship is filled with command and control facilities and communications equipment, rather than weapons. The last I heard, she was serving in the Mediterranean as the flagship of the U.S. Navy's 6th Fleet.
