Brent : the dates are spot on
She is a member of the Clemson class of 156 'four stack' destroyers, these ran from Clemson DD186, september 1918 to Pruitt DD347 August 1920, although none saw WW1 service a large number saw service in WW2.
Sinclass was laid down in October 1918 by Bethlehem Shipbuilding at Squantum Massachusetts and launched in June 1919, she commissioned into the USN on the 08th October 1920 and remained so until 1930 when she went into the reserve fleet, she was sold for scrapping in August 1935 to Learner and Rosenthal and Co of Oakland, California

Sinclair had been decomissioned earlier in 1920 but due to the USN's rather careless loss of seven of her sister-ships at Honda point on the 08th September 1923 she was recommissioned as a replacement on the 27th September 1923, she had been designated as a target ship in 1930 but due to the poor condition of her machinery and instead went into reserve.
