One of the White Star 4 funnellers fitting out. I suppose there were detail differences.

I would guess this is OLYMPIC, rather than TITANIC, although in this view, there would have been no differences between the two. But OLYMPIC, being the first of the class and the largest ship to date, she was photographed much more extensively during her building, fitting out, and entry into service in 1911. TITANIC was basically a 2nd edition coming out the next year to little fanfare; she only gained notoriety after her sinking.

Difficult to tell at this resolution, but I don't think the photo was taken at Belfast. Could it possibly be the Olympic at Southampton?

It is Olympic. There were many small differences that you can use to tell Olympic and Titanic apart.
It is before the loss of Titanic because of the lack of sufficient lifeboats and the bulwark along the boat deck. The water pipe arrangement on funnel 3 seals the case. Titanic's looked different and Olympics was not modified to look like Titanic's until after WWI.

Fascinating indeed! Thanks for all that. I just assumed it was Belfast because of the work being carried out.

Paul, The background doesn't look right for Belfast. Also its a photo that I have not seen before. Would appreciate learning more about this image.

I seem to remember this photo, or a similar view taken at the same time, was held by Hulton Getty. I assume they might have further information as to the location. I suspect it was Southampton - Olympic seems to be docked bow first.
