My guess was based on what appears to be some sort of protection on the ships superstructure just above the Ships Lifeboat.

The tugs were owned by France Fenwick Tyne & Wear Ltd. CORSAIR built 1882 b/u 1955. WEXFORD built 1888 b/u 1956. Spent entire career on Rivers Tyne and Wear.

The two nearest ships look like the "Fast" Empire class of which quite a few ended up with more well known British companies - they have a higher bridge/superstructure compared to the normal Empire's which had their accommodation around number 3.

Now looking at the Sunderland members to confirm if this photograph was taken on the Wear (North Sands Yard?) which it could be with the high ground in the background around Cold Heseldon.
I am taking into account the Kyrenia contribution.
