That is not St Helier in Jersey, it's Number 6 berth in St Peter Port, Guernesy. The ship forward of the Grey Funnel line is the Island Commodore.

Grey Goose was one of seven 'mini destroyer' type steam-driven gun-boats, bit of a white elephant as they were slow in acceleration and very easily damaged in action ( too many vulnerable steam pipes). but this is not her.
The vessel in the image is a Ford class seaward defence boat,
I cannot make out the number so cannot ID for certaine which of the 20 boats it is
Class details : L 117' B20 Dr 6'06" disp 160 tons max
Tripple screw : twin Paxman 12YHAX 550hp diesels driving the outer shafts and for real power a Foden truck engine on the centre!!!! max speed 20 knots
Armed with a single 40mm Bofors and two 20mm Oerlikons, this ship looks to be disarmed so may well be in the training role
